Report Released on the Workshop "New Trends in Turkish Cooperativism" Held at IGU


As part of the United Nations' declaration of 2025 as the "International Year of Cooperatives," a workshop held at Istanbul Gelisim University shed light on the future of women's cooperatives, social cooperatives, and new-generation cooperatives. The event, organized in two sessions, presented solution proposals under nine main topics, ranging from legal regulations to digital transformation, from campus cooperatives to women's labor. In the conclusion of the report, a strong call was made for cooperation among the public sector, private sector, academia, and civil society to drive transformation in the cooperative movement.


Turkish Cooperativism Discussed in the Context of the 2025 International Year of Cooperatives

Within the framework of the United Nations' declaration of 2025 as the International Year of Cooperatives, the current state and future of cooperativism in Turkey were discussed in a workshop hosted by Istanbul Gelisim University.
Organized under the leadership of CIRIEC Turkey and in cooperation with Istanbul Gelisim University and Istanbul Rumeli University, the workshop titled "New Trends in Turkish Cooperativism in the 2025 International Year of Cooperatives" concluded with the release of a public report.

Aiming to Develop Concrete Solutions

The workshop, held on May 23, 2025, at IGU’s Avcilar Campus, focused on women's cooperatives, social cooperatives, and new-generation cooperative models. The event aimed to develop practical solutions in areas such as strengthening the legal infrastructure of cooperatives, sustainability, marketing, digital transformation, and gender equality.

Wide Participant Profile

Opening speeches were delivered by Prof. Dr. Kenan Aydın, Dean of the Faculty of Economics, Administrative and Social Sciences at IGU and Chair of the CIRIEC Turkey National Committee; Prof. Bahri Şahin, Rector of IGU and Prof. Mustafa Kara, Rector of Istanbul Rumeli University.
Participants included public and cooperative representatives such as Gülsüm Gözde Ayanoğlu, Mustafa Yıldırım, Hakan Özkan, Hakan Çalen, Aytaç Ünen, Bahar Kastan, Fatma Şahin, Nesrin Deli, Gülser Özkan, Tuncay Eskin, and Rasim Keskin; as well as academics such as Prof. İzzet Gümüş, Prof.  Emine Akçadağ Alagöz, Prof. Nurcan Turan, Assoc. Prof. Nilüfer Serinikli, Asst. Prof. Aysun Kaya Deniz, Asst. Prof. Ayşe Aydın, Asst. Prof. Selda Tunç Subaşı, and Research Assistant Zehra Makar.

Session 1 – Women’s Cooperatives and Legal Framework
• Legal definition and legislative gaps related to women's cooperatives
• Sustainability challenges and proposed solutions
• Strengthening women's labor in rural areas
• The need for training in project writing, e-commerce, entrepreneurship, and mentorship
Session 2 – Social and New-Generation Cooperatives
• Renewable energy cooperatives and opportunities for green transformation
• Campus cooperatives addressing students’ basic needs
• Social cooperative models for disadvantaged groups
• Disaster management, digitalization, entrepreneurial culture, and regulatory improvements

Nine Key Recommendations from the Report

  1. Legal infrastructure – Special legal status for women and social cooperatives, modernization of the Cooperative Law, inter-ministerial coordination
  2. Informal employment – Micro employment models, social security exemptions, incentive packages for women's labor
  3. Awareness and promotion – National campaigns, “Cooperative Day” events, digital storytelling projects
  4. Sustainability – Inter-cooperative collaboration, financial literacy programs, mentorship networks
  5. Gender equality – Support for childcare, transportation, caregiving, and leadership academies for women
  6. Social cooperatives – Separate legal status, incentive funds, low-interest loans
  7. Marketing and logistics – Shared branding, e-commerce infrastructure, collective shipping agreements
  8. Supply chain integration – Joint production and procurement unions, sectoral integration
  9. New-generation approaches – Digital transformation, platform cooperativism, campus cooperatives, green energy initiatives

Emphasis on Strong Collaboration

In the conclusion of the report, it was emphasized that strong cooperation among public institutions, the private sector, academia, and civil society is critical for transforming the cooperative ecosystem. A call was made, under the leadership of CIRIEC Turkey, to establish regular platforms where stakeholders can meet and implement the proposed actions.
